"How to regulate procurement markets for externality-generating goods: a refreshing perspective on Pigovian taxation"

Abstract: We consider the regulation of an externality-generating good in an imperfectly competitive market: a finite set of firms decide in an uncoordinated way whether to incur a sunk cost to visit consumers who separately organise a procurement in order to buy (or not) the good. When the welfare-optimal solution involves mixed participation (resp. full participation), then the first-best is implemented through a Pigovian (resp. super-Pigovian) subsidy. Lire la suite...
